CSIRO through this RFT is seeking responses from suitably qualified and experienced service providers for the provision of construction services to remediate CSIRO’s existing Princes 3 Wharf, Hobart as described in this Statement of Requirements including all Annexures, this includes but is not limited to:

a.              provide all equipment, labour, plant and access required in order to undertake structural repairs to the concrete elements of the wharf that have corroded to the situation of cracking and spalling and may incur reduced structural capacity if not remediated. Remediation is to be by way of removing and replacing unsuitable concrete and corroded steel reinforcement. Remediated areas are to include installation of patch repair sacrificial anodes

b.             provide and install an Impressed Current Cathodic Protection (ICCP) system to selected elements of the wharf where deemed necessary to mitigate future degradation

c.              provide and install preventative treatment to selected elements of the wharf where deemed necessary to mitigate future degradation. Preventative treatments include installation of patch repair sacrificial anodes and silane coating

d.             removal and disposal of redundant fire services pipe underneath the wharf 3.

A Site Visit will be held at 11:00 am local time on Thursday 4 June 2015 at CSIRO Hobart, Castray Esplanade. Attendance at the Site Visit is mandatory. Refer to clause 5.10 in the RFT Head Document for further details.

Subject to clause 5.7, Unintentional Errors of Form, CSIRO will exclude a Tenderer from further consideration and evaluation if CSIRO considers in its absolute discretion that the conditions for participation set out in this clause have not been met by the Tenderer. Notwithstanding anything else contained in this Tender, only requirements listed in this clause will be deemed conditions for participation.

a. the Tenderer exists as a legal entity at the Tender Closing Time and Date

b. at the time of lodgement of their Tender, Tenderers must

not have been:

i precluded from tendering for Australian Government funded work or

ii subject to a judicial decision against them relating to employee entitlements (not including decisions under appeal, and have not paid the claim

c. the Tenderer and any sub-contractors proposed by the Tenderer are fully compliant with the Building Code 2013

d. the Tenderer is currently accredited or in the process of being accredited, under the Australian Government Building and Construction OHS Accreditation Scheme, and

e. the Tenderer must comply with all Mandatory Requirements identified in the Statement of Requirements.

Remediation works are due to commence on site on 31 August, 2015 after selection of the preferred Tenderer.

The works must achieve Practical Completion no later than May 30 2016.
