The Department has initiated the FMSC project to develop the requirements to support the replacement and enhancement of Australia’s maritime surveillance capabilities in order to meet the Department’s strategic objectives. FMSC will provide surveillance capabilities to enable the Australian Border Force to establish and maintain Maritime Domain Awareness and enable timely and effective deterrence, prevention and response operations to protect Australia’s borders and exercise sovereign rights in an evolving threat environment.
The RFI invites respondents to provide information on product solutions, indicative costings and potential suppliers to meet the requirements and facilitates an opportunity for industry to brief the Department on innovative options to achieve the project outcomes. The ultimate aim is for the Department to be an informed buyer for any future approaches to industry.
The Department will use information from respondents to assess relevant and emerging technologies that could influence development of capability requirements for delivery of maritime surveillance to support Australia’s maritime security. The Department is seeking an opportunity for demonstration of industry innovation in surveillance and detection technology.

An industry brief will be held on 5 November 2018 to brief respondents on the project and objectives of the RFI. The Industry Brief will take place from 10.30 am to 12.30 pm in the Alastair Swayn Theatre, 33-35 Brindabella Circuit, Brindabella Business Park, Canberra, ACT. Following the industry briefing an opportunity will be provided for interested industry attendees to conduct one-on-one meetings with the FMSC team for clarification of questions of fact. Individual briefs will be held from 1 pm in Ginninderra Room (North), 18-20 Brindabella Circuit, Brindabella Business Park, Canberra ACT. Tuesday 6 November 2018 has been reserved for continuation of individual briefings if required. Respondents should email the Contact Officer to confirm attendance by 4 pm, Thursday 1 November 2018. Subsequent to the release of this RFI the Department’s contact with industry will be by formal addenda visible to each respondent. Industry brief details are promulgated in Austender under Home Affairs RFI 07-18.
