AUSTRAC is seeking to identify and engage one or multiple vendors to implement a strategic analytical solution, including advanced search tools, link/social network analysis, graphical analysis tools, geospatial analysis, temporal analysis, knowledge discovery and data-mining platforms, monitoring systems (including prioritisation), federated searching and data matching capabilities. AUSTRAC’s preference is that the solution is integrated (allowing analysts to move seamlessly between analytical tools).
The solution will enhance the analytical capability of AUSTRAC and its stakeholders (e.g. partner agencies). There are currently 35 agencies that have online access to AUSTRAC’s analytical systems and tools. These agencies will also have access to any new analytical solution deployed at AUSTRAC. The objective of the analytics solution is to deliver higher value financial intelligence in near real-time and better meet the needs of our stakeholders and the broader intelligence community.
AUSTRAC is also seeking to implement a case management and workflow system to ensure continuity of intelligence data across all Intelligence business units. The case management solution and workflow tool will enable a single repository of cases across business units and allow greater management visibility and workflow management of activities to produce improved quality intelligence products with reduced data collation and analysis effort.
Additionally, AUSTRAC is seeking to implement a portal solution to integrate AUSTRAC systems and for AUSTRAC stakeholders (internal and external).
AUSTRAC accepts it may not be able to identify a single Tenderer that fulfils all of its analytical requirements, therefore the streams identified in Attachment 2 – Tenderer’s Response to Statement of Requirements in Schedule 3 of the RFT have been categorised as ‘mandatory’ and ‘optional’:
- Failure to respond to Stream 6 – Core Mandatory Requirements will exclude the Tenderer from further consideration. Tenderers must submit a fully considered response to each line item within Stream 6.
- In addition to a response to Stream 6 – Core Mandatory Requirements, Tenderers must submit a Tender for one or more ‘optional’ Streams. Tenderers should submit a fully considered response to each line item within the ‘optional’ Stream(s) they tender for.
- Failure to submit a fully considered response to each line item within an ‘optional’ Stream will not exclude the Tenderer from consideration but may require AUSTRAC to give further consideration as to the suitability of the proposed solution.
After evaluation of all Tenders, the highest ranked Tenderer(s) will be requested to prepare a Pilot Proposal based on the content of the RFT and giving consideration to the Pilot Approach in Schedule 2 of the RFT. The Pilot Proposal must identify the activities that the Tenderer(s) will perform as part of their Pilot. AUSTRAC will review and approve the Pilot Proposal before initiating any pilot activity.
AUSTRAC will exclude any Tender from further consideration in the evaluation process if:
- The Tenderer does not agree to participate in the pilot process;
- The Tenderer's offer does not remain open for a specified period of time (noting that this may be an extended period due to the pilot process); and
- Tenderer's must tender for Stream 6 – Core Mandatory Requirements and must also tender a solution(s) for at least one (or a combination) of the optional Streams 1 to 5.
