The Department of Foreign Affairs and Trade (DFAT) is seeking proposals from Organisations interested in providing services for the Specialist Health Services (Global) Deed of Standing Offer, known as SHS. This includes short to medium term requests for health technical advice (TA) to support DFAT’s work in all aspects of the aid management cycle including: concept, scoping, options appraisals, research, technical and economic appraisals, design, and review. The SHS may also be required on request to source or manage long term health expertise for donor or DFAT post requirements.
The Contractor, through the SHS Deed will source and provide advice on a wide range of specialist health topics on request and will ensure that all advice and support is based on research based evidence, international best practice and lessons learned from Australian and regional aid implementation and other aid agencies. Through the provision of TA, the SHS will support DFAT’s aid policy dialogue at the highest levels both nationally and internationally. This may include information provision to support DFAT broad engagement in major global health initiatives if required.
The initial term of the Deed will be 3 years, with 2 further options to extend the Deed for further terms of 2 years each (totalling a further 4 years), exercisable at the sole discretion of DFAT.
