ASQA's Expression of Interest is for the delivery of a COTS solution to:
- Manage the VET registration of training organisatons (TO's);
- Manage the CRICOS registration of RTO's
- Manage the scope change, renewal, extension and withdrawal of RTO's and CRICOS providers;
- Manage the compliance auditing of RTO's and registered providers;
- Perform the sanctioning of RTO's, including registration shortening, ASQA-initiated scope change, scope suspension and cancellation;
- Manage courses proposed by Course Owners;
- Manage course accreditations, including evaluations, renewals, amendments, extensions and cancellations
- Perform risk assessment activities, including the assignment of risk ratings;
- Record the outcome of appeals processes;
- Plan and conduct auditing of RTO's and training organisations;
- Handle complaints logged about ASQA and RTO's;
- Impose, vary and lift conditions applied to RTO's and Course Owners;
- Manage financial activities such as payments for applicant fees and payment gateways;
It is expected that the solution will support document workflow to manage selected core business and administrative processes.
The system will also need to provide seamless integration with Microsoft Office, Outlook and Windows Explorer and integrate with a variety of core systems comprising EDRMS, SAP, TGA and ASQA's external portal.
An industry briefing will be conducted in Melbourne on the 01-10-2013. Respondents should nominate particpants through the contact email address by 27-09-2013. A return email will identify the venue and time of the briefing session.
Where the Respondent has an enterprise agreement made under the Fair Work Act 2009 (Cth) on or after 1 January 2010, the agreement includes genuine resolution procedures.
All ASQA systems, data storage and processing must be located in Australia.
The contract will commence in 2nd QTR 2014 calendar year.
