The Department of Immigration and Border Protection (DIBP) uses an assorted range of operational equipment across a diverse and geographically disperse environment, including maritime, aviation and other operational areas. This equipment is used at the border to assist in primary and secondary intervention of suspected prohibited or restricted goods while facilitating legitimate trade and travel.

This equipment needs to be replaced due to age and impending or actual obsolesce. DIBP seeks to engage suitably qualified organizations for the provision of replacement equipment (the Equipment) which includes all replacement parts and consumables, as well as the provision of training, and ongoing support and maintenance (the Services)

The provision of the Equipment includes the following:

*Hazardous Materials Identification;
*Substance Detection and Identification; and
*Radioisotope Identification

Tenderers may provide a response to one or more of the Equipment types, however Tenderers are required to provide a response for all components of the Equipment type/s that they are responding to, including all the Equipment and Services.

There is no requirement to provide a response for each Equipment type, nor will it be detrimental to the overall assessment should a Tenderer only respond for one technology.

  1. The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not paid the claim;                                                  

  2. The Tenderer, its Personnel, and any Subcontractors proposed in the Tender must not, at the Tender Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth);

  3. The Tenderer (and any Subcontractor proposed in its Tender) must not be named in the consolidated list referred to in Regulation 40 of the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth);

  4. The Tenderer must meet the mandatory requirements for the technology types that they are responding to, as specified in the Annexure A, Annexure B and Annexure C to the Attachment B – Statement of Requirement; and.

  5. If the Tenderer and any Subcontractors proposed in the Tender are relevant employers, as per Item 14.1 of the Form 2 – Tenderer Declaration, the Tenderer and any Subcontractors must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).
