The NSOC-MICT program is conducting an unfunded RFI regarding a proposal for a secure mobile communications system for SOCOMD users to access SOCSS applications and services. The system seeks to use advances in mobile device capabilities; and encryption techniques and protocols to provide SOCOMD users with a commercial style smartphone and tablet which will provide secure voice and data up to SECRET level.

The proposal seeks to avoid system risk and lifecycle by utilising application and device software hardening, supported by advanced encryption methods, to enable a hardware device agnostic approach.

The NSOC-MICT proposes to deliver an integrated system of systems communications capability, ranging from interfaces to the SOCSS network to deployable base station systems that are sufficiently scalable and configurable to suit the range of SOCOMD operational deployment scenarios. Based on technology opportunities, the proposed system constitutes a significant shift from the perspective of security, maintainability, availability, simplicity and deployability.
Information obtained from this unfunded RFI will assist to define the cost/performance/schedule trade-off for the NSOC-MICT capability

A component of the MICT RFI documentation is restricted. In order to gain access you will need to contact the NSOC-MICT representative and provide evidence you or your organisation are able to handle restricted material.

Participants should have a track record in the development of mobile device encryption, complex wide area networks and their management systems including cyber security management.
Participants must be members of the Defence Industry Security Program (DISP) and be accredited to handle and store information at the RESTRICTED security classification.
JP 2097 Ph 1B will not be sponsoring responders for appropriate security clearances.
PLEASE NOTE:  The process for becoming a member of the DISP is lengthy, and can take up to five weeks.  Participants should be cognisant of this and ensure that they give themselves plenty of time to respond to the RFI.
