Request for Expression of Interest to Provide Leased Office Accommodation in Canberra

The Commonwealth of Australia, represented by the Department of Defence, seeks expressions of interest to provide leased office accommodation in Canberra. The Commonwealth requires that the accommodation is Minimum A Grade (PCA Standard), with a total leased area of 30,000 sqm to 65,000sqm of commercial office accommodation. The preferred locations in Canberra include: Reid, Barton, Parkes, Kingston, Campbell, Russell, Brindabella Business Park, Majura Park and Fairbairn.
This EOI is expected to be the first stage of a multi-stage procurement process. The Commonwealth intends to shortlist successful EOI Respondents and call for formal offers from those Respondents in a second stage process to provide leased accommodation.
The conditions for participation in this EOI process outlined in clause 3.5 are as follows:
The Respondent:
(i) if not acting in a representative agent capacity:
(A) must own or have the right to acquire the Property that is nominated in the EOI submission;
(B) must not be listed, or have any of its employees, agents or related entities listed on the following lists:
(aa) 'Regulation 8 Consolidated List’ maintained by the Australian Government Department of Foreign Affairs and Trade (http://dfat.gov.au.international-relations/security/sanctions/pages/consolidated-list.aspx); or
(bb) ‘List of Terrorist Organisations’ maintained by the Australian Government (http://www.nationalsecurity.gov.au/Listedterroristorganisations/Pages/default.aspx); or
(C) must not be currently named as not complying with the Workplace Gender Equality Act 2012 (Cth);
(ii) if acting in a representative agent capacity:
(A) be authorised to submit the EOI on behalf of the proposed landlord of the Property and declare the matters included in the Declaration; and
(B) be able to confirm that the proposed landlord can comply with the conditions at clauses 3.5(a)(i)(A) to 3.5(a)(i)(C); and
(C) acknowledges that clauses 3.5(b), 8.4 to 8.6 (inclusive) and clause 9.1(c) will apply to the proposed landlord of the Property; and
(D) acknowledges that both the Respondent and the proposed landlord o the Property must comply with clause 10 (Conduct of Respondent) applies equally to the Respondent and the proposed landlord of the Property.
Access is preferred by Q3 in 2021 to allow integrated fitout works to commence.
