Provision of Modernised Business Registers Platform and Delivery

On August 9, 2017, the Turnbull Government announced it would commence consultation on ways to modernise business registers. To manage this process the Modernising Business Registers Program has been established with five participating agencies having key policy and administration roles: the Australian Taxation Office (ATO), Australian Securities and Investment Commission (ASIC), the Department of Industry, Innovation and Science (DIIS), the Digital Transformation Agency, and the Department of the Treasury.
The Program is exploring ways to establish a Whole-of-Government capability to deliver modernised business registration and licensing services for the Australian community. The initial focus of the program is to modernise the registers administered by ASIC and the Australian Business Register which is administered by the ATO. This includes considering making the Australian Business Registrar (also the Commissioner of Taxation) responsible for managing the modernised registers. Access for users to meet their registration obligations may be provided by DIIS through the expansion of the Business Registration Service or by business software and other registration service providers.
This RFI has two primary goals. Firstly, the RFI is seeking to identify market capability to provide a suitable registry platform and capacity to support the Modernising Business Registers Program and its timeframes (including a potential commencement date for design and implementation activities of early 2019). Secondly, the RFI is part of broader consultation with key business registry stakeholders including users and providers. Interested parties are invited to provide responses on innovative proposals, approaches and considerations related to how they might design, deliver and support a modern business registry platform.
The RFI may be the first stage of a multi-stage procurement process.

There are no conditions of participation for the purposes of this RFI.
The Government is now exploring design and delivery approaches for the Program, which potentially will be staged over several years. The Program will be delivered in line with the Digital Service Standard adopting agile practices and iterative delivery.
