Project Land 8120 Engineer Support Platforms
Project LAND 8120 (L8120) seeks to provide a replacement capability effect for the Australian Defence Force earth moving and material handling equipment (MHE) engineer support platforms.
Platform tasks in Australia and on deployment include construction, demolition, development of protective earthworks, route development and maintenance, airfield and port construction and repair, port operations, supply and distribution, humanitarian assistance and disaster relief and beach recovery.
Platforms include cranes, excavators, front-end loaders, tractors, bulldozers, rollers, graders, skid-steer loaders, tele-handlers, concrete production plants, rock crushers and beach recovery.
Defence, through this RFI, is seeking responses from Industry detailing innovative delivery and support options across an entire 'capability effect' package of own, manage and sustain; not just the traditional Defence own and support. Approaches that will be investigated include traditional Defence ownership and maintenance, long-term lease, short-term hire, contracted fleet management, out-sourced sustainment, or a combination of the preceding, for the complete capability or identified subsets. Thus, this RFI seeks information to understand the potential procurement and contracting options available and their indicative whole of life affordability for the following three sub-capabilities:
a. unprotected platforms; i.e. unarmoured
b. protected platforms; i.e. armoured or remote controlled
c. Beach Recovery Vehicles (BRV).
An industry briefing in relation to this RFI will be held on 20 June 2017 between 9am and 10:30am (with one-on-one briefings to continue until 5pm) at the Melbourne Convention and Exhibition Centre, Meeting Room 218, Level 2, 1 Convention Centre Place, South Wharf, Melbourne, VIC, 3006.
