The Maritime Division, located at the Defence Science and Technology Organisation (DSTO) Melbourne (Fishermans Bend), is modelling visible signatures of land vehicles.  Different vehicles that may be considered for Australian Defence Force acquisition will produce different signatures, and DSTO wishes to be able to model the effects of different signatures in a variety of conditions.  This signature modelling project requires the creation of synthetic computer graphic images and animations to demonstrate effects of different vehicle options and camouflage strategies in a variety of scenarios and environmental conditions.

This procurement will be critical to development of visible signature evaluation tools.  Under this work package, DSTO seeks to procure the services of a computer graphics specialist to create synthetic images for the further development of visible signature evaluation software tools.  This software will be used to assess the visible signature of various vehicle options to inform decision making for vehicle acquisitions.  The research and development services of a professional with expertise in computer graphics are critical to supporting the program to deliver results in a timely manner.

The resultant contract will operate for an initial term of 11 months, with a possible extension for a further period of 21 months, or parts thereof, to 22 December 2017.

The services will be located at Defence Science and Technology Organisation Melbourne, Fishermans Bend, Victoria.

The Commonwealth will exclude a tender from further consideration if the Commonwealth considers that the tenderer does not comply with:

a. the tender response, including all attachments and supporting documentation, being written in English;

b. the provision of a signed Declaration by Tenderer in the form required at Annex A to the conditions of tender;

c. the Commonwealth's security requirements set out in the conditions of tender at clause 1.17;

d. an essential requirement by having an Australian Negative Vetting Level 1 security clearance or have a willingness to undergo the security process to obtain a Negative Vetting Level 1 security clearance by Contract commencement date;

e. an essential requirement by having experience using both the unix/linux operating system environment and the Windows operating system;

f. an essential requirement by having an ability to recreate synthetic (CG) real world environments from photographic references complete with accurate lighting, texturing and natural/vegetative clutter; and

g. an essential requirement by having an ability to create 3-D textured vehicle models from photographic and drawing references.

The resultant contract is expected to commence on 20 April 2015 and will operate for an initial 11 month period.
