The Department (DIBP) is looking for Service Provider/s to provide and implement an automated processing solution to support the concept of a ‘seamless traveller’ movement through the Australian border protection process.

The three components are:

1. Solution 1 - Incoming Passenger Card (IPC) Replacement – replace the physical IPC with a solution/s that collects answers to IPC questions and passes them to DIBP systems;

2. Solution 2 - Automated Border Control (ABC) - supply, implement and maintain a replacement Australian Border Control solution that will eliminate the need for physical tickets and have the ability to process travellers using ‘contactless’ technology, removing the need for some travellers to present their passport; and

3. Solution 3 - Exit Marshal Point (EMP) - remove the need for a manual triage process at the Exit Marshal Point and integrate with DIBP systems to remove reliance on the IPC card or tickets being used as a message stick.

RFT 25/16 – Stage 1 for Solution 2 was issued in December 2016. This RFT (25/16 - Stage 2) covers Solution 1 and Solution 3. 

The Solution 1 and Solution 3 Services include the provision of infrastructure (Hardware and Software), installation into the DIBP lab environment in Canberra, rollout to international airports and seaports within Australia, and ongoing maintenance and support services.

Successful Tenderer/s will enter into subcontract arrangements with the Prime Contractor for Solution 2 (Automated Border Control) or directly with DIBP at the sole and absolute discretion of DIBP

The Industry Briefing for this RFT will be held on 10 July 2017. Attendance at this briefing is NOT compulsory. Details of the Industry Briefing are as follows:

Attendees will be required to registered using the Industry Briefing Form set out in Attachment H.

  1. The Tenderer must submit the Tender by the Closing Time;

  2. The Tenderer must be financially and commercially viable to perform the Services. Please see Form 7 (Details of Financial Viability and Commercial Viability of Tenderer) in Attachment F (Tenderer Response Forms);

  3. The Tenderer must not have had any judicial decisions against it (excluding decisions under appeal) relating to employee entitlements and have not paid the claim;

  4. The Tenderer, its Personnel, and any Subcontractors proposed in the Tender must not, at the Closing Time, be listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth); and

    5. The Tenderer (and any Subcontractor proposed in its Tender) must not be named in the consolidated list referred to in Regulation 40 of the Charter of United Nations (Dealing with Assets) Regulations 2008 (Cth).
