Livestock Exports' Independent Observer Program

The independent observer program will require observers to be placed on livestock export voyages leaving Australia by sea. The program is currently delivered by the Department of Agriculture and Water Resources (the department). To date, observers have been placed on shipments carrying cattle, sheep and/ or buffalo.
Through this Request for Information (RFI), the department is seeking to understand the market's capacity and willingness to deliver the independent observer program on an ongoing basis.
The role of an independent observer is to monitor activities in relation to Approved Export Programs during voyages and report back to the department. Observers are integral in providing assurance to industry, the public and government that the welfare of animals being transported on ships is being appropriately and humanely managed.
In delivering the program, it is envisaged that a provider would need to undertake a range of activities including:
- recruiting and training veterinary officers, or officers with animal handling experience as observers;
- liaising with the department and exporters to ensure observers are placed on livestock export voyages;
- confirming observers' ongoing safety on-board; and
- ensuring the department receives high quality and timely observer reports.
Participation in this process is voluntary and is at the sole expense of respondents. The department is not liable for costs of respondents participating in this process.
