The Australian Defence Cooperation Program (DCP) in Timor-Leste requires the services of an industry-specific service provider, capable of Teaching English to Speakers of Other Languages (TESOL), to manage the delivery of the academic program for its English Language Program (ELP).

 As part of the DCP, the English Language Program (ELP) commenced in 2002 and has expanded to include eight international teachers and seven Timorese Defence Force, Falintil – Força de Defesa de Timor-Leste (F-FDTL) teachers employed at the purpose-built English Language Training Facility located at the F-FDTL’s training base at Metinaro as well as out posts at Port Hera and Baucau.

The primary aim of the ELP is to teach English to selected F-FDTL and Ministry Of Defence personnel to a standard suitable to undertake further English language training in Australia or in other English-speaking countries. The ELP also aims to ensure the candidates attain the necessary language proficiency and academic skills to successfully complete further studies in their field of expertise.

The ELP has a specific focus on improving speaking, listening, reading and writing proficiency in a General English language and English for Specific Purposes (the military context).  The ELP substantially supports the capacity of the F-FDTL to: integrate and effectively engage with foreign military forces; deploy on UN and other missions; and operate F-FDTL Naval vessels.

The ELTF currently delivers five levels of General English language classes detailed below.  All levels are based on the Common European Framework of Reference (CEFR) Levels A1-B1+, and currently are supported by the English Language Teaching English File series.  In addition, Intermediate 2 level students currently use the Macmillan Campaign Military English series of English for Specific Purposes text books which introduces military vocabulary and terminology. Most students undertaking the ELP at the ELTF will complete 18 months of education, though some may enter and exit at various times throughout the agreed schedule due to organisational priorities. The CEFR levels and timeframes are:

·         Level 1, Beginner English, 14 weeks (CEFR Level A1);

·         Level 2, Elementary English, 14 weeks (CEFR Level A2);

·         Level 3, Pre-Intermediate, 14 weeks (CEFR Level A2-B1);

·         Level 4, Intermediate 1, 14 weeks (CEFR Level B1+); and

·         Level 5, Intermediate 2, 14 weeks CEFR Level B1+).

The Contractor will be required to manage of all aspects of the delivery of the academic program for the ELP, including (but not limited to):

·         Delivery of 5 classes per semester (three semesters per year) at ELTF of maximum 16 students per class.

·         Delivery of 2 classes per semester (three semesters per year) at Port Hera of maximum 16 students per class. The level varies each semester, currently ranging from beginner through to pre-intermediate.

The initial contract will be for two years with the potential for three, one year extensions.
