Supporting Improved Service Delivery and Community Development in Indonesia
DFAT manages the Australian Government’s official overseas aid program. DFAT’s aid program promotes Australia’s national interests by contributing to sustainable economic growth and poverty reduction. DFAT is seeking tenders from organisations interested in providing services for the support to improved local level service delivery and economic growth in Indonesia (the “Program”).
The overarching purpose of this work will be to support the GOI to strengthen the capacity of all levels of Indonesian government and communities for improved services and economic growth.
DFAT understands the GOI’s long-term goal to be a prosperous and stable Indonesia, in part brought about because communities are active and inclusive, and because the state is capable and responsive to the needs of its citizens.
Each of the three substantive Pillars will support this long-term goal by contributing to the development of active, inclusive communities and of a capable, responsive state as summarised below, interacting as necessary with sectoral investments under the frontline framework:
- Work under Pillar 1 will foster active, inclusive communities to support community development in Indonesia;
- If implemented under Pillar 2, AIPD2 would foster a capable, responsive Indonesian state by supporting central and subnational governments for improved public service delivery; and
- If implemented under Pillar 3, NGO support and strengthening would support efforts to foster active, inclusive communities and a capable, responsive Indonesian state.

DFAT proposes that any Contract arising from this RFT will have an initial term of three and a half (3.5) years, with an option to extend the Contract for a further term of four (4) years, exercisable at DFAT’s discretion.
