 The Australian Government, represented by the Department of Foreign Affairs and Trade is working in partnership with Pacific Island governments to invest in Technical and Vocational Education Training and Systems Strengthening in the Pacific. APTC is the Australian Government’s major investment in Technical and Vocational Education Training (TVET) in the Pacific region.  This program is the third phase of APTC. Australia’s support for PTC began in 2007.

APTC3’s goal is:

‘A more skilled, inclusive and productive workforce enhances Pacific prosperity’.

APTC3’s supporting purpose is:

‘The skills and attributes available to employers from TVET systems align with labour market requirements’. 

:

 The Tenderer must, at the time of lodging its Tender, satisfy each condition for participation as follows:

(i) the Tenderer must not currently be the subject of any Court proceedings for debt recovery, bankruptcy, insolvency or breach of contract;

(ii) the Tenderer (and any of its proposed subcontractors) must not be subject to an adverse Court or Tribunal decision or Order (not including decisions under appeal) for a breach of workplace relations law, work health and safety law or workers' compensation law, or if the Tenderer is so subject, the Tenderer must have fully complied, or be fully complying, with the Court or Tribunal decision or Order;

(iii) the Tenderer must not currently be the subject of any formal or informal investigation or temporary suspension by the World Bank or any similar donor of development funding which may lead to it becoming listed on the World Bank List or a Relevant List (each as defined in clause 24);

(iv) the Tenderer must be a non-individual legal entity (such as a firm, trust or corporation);

(v) the Tenderer must not be precluded from tendering for Australian Government funded work or specifically excluded from participating in this tender process; and

(vi) each additional condition for participation specified in the Tender Particulars (if any).
