National Radioactive Waste Management Facility Site Characterisation Study

The Department seeks services to assist it to deliver a comprehensive package to the government which will form the basis for any decision to proceed towards construction and operation of a national radioactive waste management facility.
A suitable contractor is required to provide comprehensive management and delivery of the required elements of the project including:
(i) develop a Detailed Business Case for the Facility in accordance with the Two Stage Capital Works Approval Process for Australian Government Construction Projects
(ii) undertake initial site characterisation studies of shortlisted sites nominated for the national radioactive waste management facility.
(iii) develop a Safety Case for the basic engineering design in accordance with guidance by the Australian Radiation Protection and Nuclear Safety Agency.

The industry briefing will provide further detail of the radioactive waste management project and the Department’s requirements for this RFT.
Tenderers will be allowed to register two attendees for the briefing. Attendees will be required to register for the industry briefing by COB Monday 11 May 2015 at: radioactivewaste@industry.gov.au
For tenderers who are unable to attend the industry briefing, a copy of all information provided at the briefing and responses to questions will be available on AusTender within two working days.
The tenderer and any subcontractors proposed in the tender must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).
The tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth policies on the engagement of workers, comply with Commonwealth policies on the engagement of workers, including the obligations under the Work Health and Safety Act 2011 (Cth) and relevant work health and safety laws.
The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership.
The tenderer and any subcontractors proposed in the tender must be able to meet, and willing to meet if engaged, the requirements of the Australia Government Protective Security Policy Framework (PSPF).
The anticipated timeframe for the contract is 18 months with options to extend the contract for related activities.
