The successful tenderer will be required to undertake two major tasks: background research; and consultation with and collection of information from stakeholders on the PCW and AIN workforce. 

This project will involve a series of consultations with employers, employee representatives, consumers and other key relevant stakeholders to gain insights into and information about the PCW and AIN workforce from various perspectives.

Included is a requirement that the successful tenderer investigate the utilisation of PCW and AIN roles in the three main employment sectors including public, private and non government organisation (NGO) settings, recent developments in these areas and the role of this workforce at both the jurisdictional and national levels.  Workforce supports (such as training and development, supervision and work practices such as participation in multi-disciplinary services, patient-centred care and care coordination) should be analysed.  This should include gaining the views of stakeholders about any issues relating to the personal care and assistant in nursing workforce.

It will be critical to the project to appraise the existing safety and quality frameworks applicable at the state/territory as well as federal levels in each of the aged care, disability support and acute/sub-acute health sectors. 

An important aspect of the project is analysis of the three principal employment sectors for PCW and AIN workforce (ie aged care, disability support and acute/sub-acute health care) including an analysis of the similarities, overlap and differences in roles and responsibilities, along with the available qualifications, take-up and completion of these in each sector.

The second task is to investigate both national and international employment models for PCW and AIN.  This will include a review of available published literature, research (including 'grey' evidence), trials of various employment and practice models and projects, and the relevance of these findings in the Australian landscape. The inclusion of a detailed data analysis is considered critical to this project. 

The Department is establishing an external advisory committee which will support the ongoing management of this work and will also act as a first contact group for the tenderer who will be undertaking the research project on behalf of the Department. The Department will facilitate the successful tenderer's access to members of the Aged Care Workforce Reference Group solely for the purposes of this project.
