The ADF is investigating commercial aviation services to emulate live aerial Opposing Forces (OPFOR) and provide expendable aerial targets to support ADF training. Commercial aircraft may also tow targets and carry target emulators and includes support to live fire practices.

The activity will release an open Invitation to Register (ITR), inviting industry to participate in professionally facilitated discussions and workshops on live Aerial Opposing Force and Target Support (AOFTS), inclusive of  airborne Electronic Warfare Training System (EWTS), to the ADF. The industry engagement activity, also known as an Industry Scrum, will be jointly managed by the Plan Jericho Implementation Team, and the University of Technology Sydney (UTS) to improve effectiveness and timeliness of Defence procurement. UTS will facilitate the Industry Scrum.

In alignment with the UTS Design Innovation and Research Centre (DIRC) information pack, the Industry Scrum is designed to bring together multiple stakeholders – the voices of expertise, experience and accountability – for an intense time period to re-frame problems of today to convert them into opportunities for tomorrow. Better understanding of the experiences of stakeholders in a problem can help to shape solutions that mitigate stakeholder pain-points as well as provide a solution that is robust, feasible and desirable. It also ensures that solutions are built in consideration of all stakeholders’ needs and requirements; and not just the organisational perspective. The re-framing of today’s problems is achieved through stages of divergence – applying creative and lateral thinking; and prototyping and testing to converge on possible options and opportunities through a combination of briefings, presentations and design activities.

The Live AOFTS 'Problem Space Read-In Pack' will be made available to Respondents in accordance with clause 1.3 of the conditions of registration.
The Commonwealth will not provide Respondents with a copy of the Live AOFTS Problem Space Read-In Pack until the Commonwealth receives a completed and duly executed Deed of Confidentiality and Fidelity from the Respondent.
For the Commonwealth to accept the Deed of Confidentiality and Fidelity, the Respondent must:
• insert the name and address of the legal entity requesting access to the Live AOFTS Problem Space Read-In Pack.  Please note that the Commonwealth will only accept a Deed of Confidentiality and Fidelity executed by or on behalf of a legal entity.  Accordingly, the correct legal name must be inserted; and
• properly execute the Deed of Confidentiality and Fidelity using the appropriate execution clause.  Please note that the Commonwealth may request evidence from the legal entity of the capacity of an authorised officer to execute the Deed of Confidentiality and Fidelity on behalf of the entity.
For instructions in relation to submitting the duly executed Deed of Confidentiality and Fidelity refer to clause 1.3 of the conditions of registration.
