Department of Industry, Innovation and Science (DIIS) Shared Services seeks views on innovative and alternative approaches to deliver payroll and related services. DIIS is a provider Hub under the Whole of Government Shared Services Program, and recognises that to achieve the intended outcomes of the Program, Hubs will need to apply a contestability lens across services to ensure the offer represents value for money. DIIS Shared Services aims to bring forward the contestability agenda by testing whether its provision of payroll and related services delivers value for money compared to the current market place and by exploring new and innovative ways to deliver these services.

The market consultation paper provides information about the Department’s current service offering, invites feedback on innovative and alternative service solutions and seeks views from respondents on options to test DIIS payroll and related services against the market. The document is not a notice or otherwise a part of any tender process for Shared Services, which is yet to be determined.

DIIS may use the information provided by respondents to inform the next stages to test the market. Respondents should clearly indicate what, if any, part of their submission contains commercial-in-confidence information but in doing so should have regard to the Disclaimer at the end of the paper.

There is no requirement to respond to all the questions listed in the following sections and respondents may respond holistically to the questions rather than responding to some or all of the questions separately. Questions have been provided as a basis to generate initial discussion. If respondents consider that there are further matters that should be considered, they are welcome to provide comments in these areas.
