Telephony solution to replace the existing PABX System in R3 at Russell Hill, Russell.
Canberra
(a) supply, install and commission a replacement solution, including peripheral equipment, to the standards laid out in the Statement of Requirements (SOR);
(b) provide documentation (including engineering design) as per SOR;
(c) undertake customer data collection and consultation;
(d) program and manage client applications
(e) demonstrate full operational system testing on site prior to commissioning of the new PABX. This will also include full operational testing of all system peripherals.
(f) Demonstrate 100% functionality testing of all installed handsets;
(g) Deliver training to technical administrative and user staff;
(h) Provide ten (10) consecutive days of on-site technical and user support;
(i) Provide thirty (30) consecutive days defect-free period for the installed system;
(j) Provide 4th level maintenance support agreement with a minimum of 12 months warranty on all supplied equipment;
(k) Provide (as an option) a five year support plan for software upgrades, bug fixes, patches and new releases; and
(l) Decommission and dispose of the old PABX system in R3 two weeks after the commissioning of the new solution.
The tenderer must include CIOG 447/08 on the packaging of the tender.
All documentation should reference CIOG 447/08. The tenderer must, in addition to lodging the hard copies required, lodge with the original tender one electronically stored copy of the tender and supporting documentation, with read only access, which is machine readable in Microsoft Office Suite format. In the event of any discrepancy between any electronically stored copy and the original, the original will take precedence.
Special instructions:
An industry briefing and site inspection will be conducted at Russell Hill commencing at 2:00PM on Monday 18 January 2010. Representatives of prospective tenderers at the briefing will be limited to two (2) personnel. Nominations to attend the briefing must be
(a) phoned in to the contact officer on 02-6128 7084 or emailed to voicevideo.tenders@defence.gov.au and
(b) followed in writing to the Contact Officer
The following details are required:
(a) tenderer’s name and location; and
(b) full name of tenderer’s representatives.
Nominations to attend the briefing must be received by 4 PM, Friday 15 January 2010.
Tenders must be lodged in accordance with the Tender Lodgement Procedures and Late Tenders policy detailed in the DPPM, Annex 5C on or before 12.00 noon local time on 5TH February 2010 (the ‘Tender Closing Time’).
Deliveries are accepted between
8:30 to 12:30 and 14:00 to 16:00 Monday to Friday

Tenderers may seek clarification of the meaning of the content of the RFT, or request additional information beyond that contained in the RFT or tender briefings, if any, from the Contact Officer up until five Working Days prior to the Tender Closing Time. The Commonwealth has a preference for this work to be completed within 3 months of signing of the contract with the successful Tenderer.
(a) comply with Commonwealth security clearance process
(b) not engage in collusive tendering
(c) not make unlawful inducements to anyone directly or indirectly associated with the tender
(d) not seek or employ improper assistance of current or former employees of the Commonwealth
(e) not have a conflict of interest between the interests of the Commonwealth and the tenderer’s interests during the RFT process
(f) not make false, misleading or deceptive claims or statements
(g) write tender including all attachments and supporting documentation in English. All measurements must be expressed in Australian legal units of measurements unless otherwise specified.

Evaluation of the tenders will cease and responses will be shortlisted on 12 March 2010.
