Review of the drug and alcohol prevention and treatment sector
As part of the review, the successful Tenderer will be required to:
1. Examine current funding arrangements including:
• the types of services and treatment types currently funded (eg. residential rehabilitation, detoxification programs);
• the settings in which these services are provided and the types of providers (eg. primary care, acute care, non-government organisations, private providers, Aboriginal Community Controlled Health Organisations);
• the demographic groups that are the target of services (eg. youth, women, homeless); and
• the state and territory, Medicare Local and local hospital network regions in which services are provided.
2. Consider the current need for services in relation to type, setting, demographics and geographical region, cognisant of the resources available, across all levels of government, to deliver these services.
3. Analyse and identify:
• the current priorities for all governments in relation to the types of services funded, the settings in which these are provided, the demographic groups targeted and the regions in which they are provided;
• gaps in the availability of services by type, setting, demographic group and geographic region; and
• the level of co-funding and any potential duplication in the funding of services by the Commonwealth and state and territory governments.
4. Assess the future need for services in relation to type, setting, demographic groups and geographical region.
5. Review the range of funding approaches across jurisdictions including the timing of funding rounds and the length of funding agreements.
6. Develop key considerations for targeting future funding in relation to types of services, service settings, demographic groups and geographic regions.
7. Explore the potential and capability for greater social innovation and collaboration within the sector and more broadly with other social welfare providers for service integration.
8. Consider how funding arrangements might best support a diversity of approaches to address the harms associated with drug and alcohol misuse, with a continual focus on service quality and client outcomes, and streamline administration processes.
