BASIC EDUCATION QUALITY AND ACCESS IN LAO PDR PROGRAM
Education is a flagship sector under the Australia-Laos Development Cooperation Strategy. The largest program to be delivered under this cooperation strategy is the BEQUAL program. BEQUAL is envisaged as a 10-year program of support to basic education in Laos.
BEQUAL builds upon successful past investments in basic education in Laos, and is consistent with the strategic directions set out in Australia’s Education Delivery Strategy 2013-18. BEQUAL also directly supports education priorities of the Government of Laos, articulated in the Education Sector Development Plan (ESDP) prepared by the Ministry of Education and Sports (MoES).
The goal of BEQUAL is:
‘More girls and boys, especially those experiencing disadvantage, complete good quality basic education, achieving literacy, numeracy and other relevant life skills.’
This program will assist in the delivery of Key Result Areas and components connected with: (i) policy planning and coordination; (ii) increased participation; (iii) teacher education and support; (iv) teaching and learning resources; and (v) school infrastructure.

DFAT proposes that any Contract arising from this RFT will have an initial term of 3 years 4 months, with an option to extend the Contract for a further term of 4 years, exercisable at the discretion of DFAT.
