This procurement is sought as part of ongoing work to reform clinical trials based on the recommendations outlined in the Clinical Trials Action Group Report, Clinically Competitive: Boosting the Business of Clinical Trials in Australia, released in March 2011.

The Clinical Trials Action Group identified the need to reduce the timeframes for governance reviews of clinical trials (site assessment, ethical review and site authorisation). The development and delivery of training and education materials forms part of other work to streamline administrative processes for clinical trials in order to maintain Australia’s competitiveness as a destination to conduct clinical trials. 

Accordingly, the Department invites suitably qualified consultants/contractors to submit a tender for the development and provision of competencies, focus groups and education and training materials for clinical trial researchers and clinical trial staff such as Research Governance Officers.

The tenderer and any subcontractors proposed in the tender must not be named as not complying with the Workplace Gender Equality Act 2012 (Cth).

The tenderer confirms that in dealing with its employees and independent contractors, the tenderer has due regard to Commonwealth policies on the engagement of workers, comply with Commonwealth policies on the engagement of workers, including the Workplace Relations Act 1996 (Cth), the Fair Work Act 2009 (Cth), and Fair Work (Transitional Provisions and Consequential Amendments) Act 2009 (Cth) and obligations under the Work Health and Safety Act 2011 (Cth) and relevant work health and safety laws.

The tenderer and any subcontractors proposed in the tender are not insolvent, bankrupt, in liquidation, or under administration or receivership.

The successful contractor must ensure the course(s) are delivered by a, ‘NVR registered training organisation’ as defined under the National Vocational Education and Training Regulator Act 2011 and where relevant comply with any requirements of any state or territory course accrediting body responsible under legislation.
