    The Commonwealth of Australia, as represented by the Department of Foreign Affairs and Trade (DFAT) is conducting this open tender procurement process to identify and engage a suitable Trustee for the Emerging Markets Impact Investment Fund (EMIIF) a Australian domiciled trust in accordance with the requirements of the draft Trust Deed (Draft Contract).

      DFAT is separately conducting a two stage procurement process with the view to selecting an Investment Manager (IM). It is intended that the Trustee will enter into an Investment Management Agreement with the entity that is selected as the IM.

        The Investment Manager will provide investment management services to the Trustee (as the trustee of the EMIIF trust). Further information about the EMIIF is set out in the EMIIF Design Document.

           

          :

          There is no mandatory conditions of participation, however Tenderers should note that:

           

            a.the draft Contract includes provisions that requires the Trustee to comply with the DFAT Child Protection Policy available from http://dfat.gov.au/about-us/publications/Pages/child-protection-policy.aspx;

              b. if the Trustee is not a ‘child-focussed’ organisation and its activities do not involve ‘working with children’ or ‘contact with children’, it is unlikely that it would need to take any particular action to comply with the Child Protection Policy; and

                c. the draft Contract also requires the trustee to comply with other DFAT policies where DFAT has notified the Trustee of the policy and where relevant to the provision of the Trustee services.

                    DFAT proposes that any engagement as trustee arising from this RFT run for approximately ten (10) years (from 2018 to 2028). DFAT is planning for the program to commence by June 2018.
