Design Services Consultant for J0138/JP9711-1 Facilities Upgrade for Australian Defence Simulation and Training Centre

Registrations of Interest are invited from suitably qualified entities to undertake the role of Design Services Contractor (DSC) for works on the basis described in the Invitation to Register.
The DSC will be required to support the planning and delivery phases of the project J0138 which seeks to upgrade the facilities to support the proposed expansion of the Australian Defence Simulation and Training Centre (ADSTC), provide facilities to support the Joint Project 9711-1 Core Simulation Capability Phase 1 Core System Capability, and provide facilities to support the Joint Project 9131 Joint Cyber Unit concept of operations.
The works include the construction of a new office and training facility with car parking and supporting infrastructure. The services required include the development and delivery of Design Documentation from the 30% Concept Design Report through to the 100% Final Design costed to applicable cost confidence levels, as well as supporting stakeholder consultation and obtaining relevant Departmental, Government and Parliamentary Approvals.
The DSC will be required to provide general design and design management services throughout the construction phase until the expiry of last of the Defects Liability Period(s) under the Construction Contract.
An industry brief will be provided in the Request For Tender (RFT) Stage.
The Registration of Interest (ROI) must be submitted in accordance with clause 3.1(a)(i), including submission to the address specified in the Invitation to Register by the closing date and time described).
To submit a conforming ROI the Applicant must also satisfy each condition for participation in clause 3.1(a)(ii).
The evaluation criteria for the ROI are described in clause 2 of the ITR.
At the time of issuing this Invitation to Register Interest, the services are anticipated to commence in October 2018 with construction completion in July 2023.
