In order to improve the management and maintenance of the ABF Small Vessel fleet (existing and new vessels), a new contract for In Service Support (ISS) is proposed. This will involve the use of a Prime Contractor to establish and manage agreements with local supply chains to provide an ISS service to the ABF.

The contractor will perform all activities necessary for the provision of services as follows :
           Management of services including the coordination/management of repairs with authorised Repair Agent/Original Equipment Manufacturer/ABF staff;
           Provision of operation support services;
           Provision of maintenance services including corrective repairs;
           Provision of supply products and services including the supply and coordination of spares/consumables, tools, support and test equipment;
           Maintaining Vessel Survey and Trailer registration, including compliance related activities such as survey facilitation and  corrective repairs required to maintain certification;
           Support, including:
o          Technical data management;
o          Support and test equipment maintenance and calibration;
o          Packaging, handling and storage;
           Quality management including inspections and reporting in accordance with internal management practices ; and
           Additional services such as but not limited to fuel, medical, victuals and operationally specific support, if required, necessary to ensure operational availability of the Small  vessels fleet and associated equipment.

Workplace Gender Equality: The Tenderer must not be named by the Workplace Gender Equality Agency as an employer currently not complying with the Workplace Gender Equality Act 2012 (Cth), unless the Tenderer has obtained a letter of compliance from the Workplace Gender Equality Agency and attaches this letter to its Tender or provides this letter to the Department separately prior to Closing Time.

Illegal Workers: The Tenderer must confirm that, to the best of its knowledge after making diligent enquiry, neither it, nor its Subcontractors are currently engaging Illegal Workers.

Terrorism: The Tenderer and its proposed Subcontractors are not listed as terrorists under section 15 of the Charter of the United Nations Act 1945 (Cth). Employee Entitlements: The Tenderer must confirm that neither it, nor any proposed Subcontractor, has a judicial decision against it relating to employee entitlements that is not under appeal or unpaid.

Environmental Management: The Tenderer is required to provide information that demonstrates: a) any certification held in relation to environmental management systems e.g. ISO14001; b) an understanding of the environmental issues and impacts performing this service, which is relevant to the scope of work set out in the Statement of Requirements; c) the policies and procedures that will be employed by the Tenderer to protect the environment and comply with relevant environmental legislation; and d) detail of performance to date, with factual evidence of company achievements in the minimisation of environmental impact.

Application of Standards: The Tenderer must demonstrate, where an Australian standard is applicable to the Procurement or in its absence, an international standard applies, the capability to meet the applicable standard.
