Defence is seeking information from suitably qualified organisations, to propose suitable Monitoring and Control architectures, methodologies and technologies in support of an end to end view of services, which as a minimum assist the Chief Information Officer Group (CIOG) to:
a) Assess the impact to services of introducing change into the environment;
b) Monitor the end to end performance of cross platform services from a customer perspective; and
c) Monitor the end to end capacity and availability of cross platform services from a customer perspective

The Defence Single Information Environment’s (SIE) have developed organically; in response to - major projects, user population and network consumption. The result of this is that the current ICT environment is fractured, with separate instances of tools, duplicate applications, siloed services and multiple internal networks.

In response to this and other factors, the Infrastructure Transformation Program (ITP) was stood up by the Defence Chief Information Officer in November 2013, bringing together key ICT reform projects under a single program. The Terrestrial Communications, Centralised Processing and Next Generation Desktop projects, as well as Service Management and Stand Alone Networks have been aligned under this program. The establishment of this program will assist CIOG in managing program scope overlaps, inter-dependencies, risks and constraints as the Group works towards successfully delivering a more productive, secure and cost effective ICT capability for Defence.

The ITP  is responsible for outsourcing the operational management of the various infrastructure capabilities to Major Service Providers’ projects : Terrestrial Communications (TC) – focusing primarily on WAN based networking, Centralised Processing (CP) – focusing predominately on data centre consolidation and technology platform operations, End User Computing (EUC) – focusing predominately on thin client desktop technologies, IT Service Management (ITSM) – formalising and expanding the Service Integration and Management (SIAM)  model and processes within CIOG, Stand Alone Network Remediation (SNR) – focusing on migrating standalone networks into the Single Information Environment. These capabilities are expanded on in Data Item A - ITP Target Technology Portfolio Models - Draft.

Service Level Agreements have been made with each provider for their constituent services in line with the CIOG ICT Operating Manual (Data Item B). The option for Operating Level Agreements (OLA) exists within the contracts, however currently no OLAs are in place between the service providers.

From an extant perspective and in alignment with the Chief Technology Officer’s Architectural Vision of consolidation, management of Defence networks has been, and is, provided mainly by two capabilities at a whole of environment level, these being networked application monitoring and infrastructure and element monitoring. These capabilities are delivered by systems based on Compuware/Dynatrace tools (the Application Performance Management and Reporting System - APMRS) and IBM Tivoli tools (Tivoli Integrated Toolset Analysis Network - TITAN), respectively.   The prime Service management toolset in use by Defence is HP SM9, called DSMS (Defence Service Management System). Data item D provides information regarding the Current State Monitoring tools in the SIE.

The contractual flexibility has been provided to vendors in selecting their own in-tower monitoring tool(s).

Defence does not currently have a unified, end to end visibility of the individual monitoring tools to draw together an integrated (across multiple platforms) view of services.
