Secure Internet Gateway Services

This document contains a summary of the expected requirements of the Department of Agriculture, Fisheries and Forestry (DAFF) as a Lead Agency under the Australian Government's Gateway Consolidation Program for Secure Internet Gateway Services (Program).  Further details on the Program are available at http://www.finance.gov.au/e-government/security-and-authentication/cyber_security.html.

This document is not intended to be an exhaustive description of DAFF's requirements and DAFF may alter the timeframe, milestones and other requirements of the proposed request for tenders (RFT) process as it considers necessary.  If any inconsistency or conflict exists between this document and information contained in any subsequent document, publication or announcement released or made by DAFF, the information contained in the subsequent document, publication or announcement will prevail.

Background

As a Lead Agency under the Australian Government's Gateway Consolidation Program, DAFF intends to approach the market via open RFT for Secure Internet Gateway Services, to meet its own requirements and those of the following Clients:

a)            Australian Antarctic Division (AAD) - a division of SEWPAC;

b)            Australian Bureau of Meteorology (BoM);

c)            Australian Centre for International Agricultural Research (ACIAR);

d)            Australian Pesticides and Veterinary Medicines Authority (APVMA);

e)            Department of Innovation, Industry, Science and Research (DIISR);

f)             Department of Resources, Energy and Tourism (DRET);

g)            Department of Sustainability, Environment, Water, Population & Communities (SEWPAC);

h)            Fair Work Australia (FWA);

i)             Geoscience Australia (GA); and

j)             Great Barrier Reef Marine Park Authority (GBRMPA).

The RFT is also expected to include the option for Wheat Exports Australia (WEA) to purchase Secure Internet Gateway Services.

Prospective Tenderers should note that the number of Clients may increase or decrease before the RFT is released and during the course of the contract.

Secure Internet Gateway Services Scope

The scope of the Secure Internet Gateway Services includes the following: 

1.       DSD Certified Gateway to the level of Protected;

2.       Redundant gateway option;

3.       Security zones to satisfy the needs of DAFF and Clients;

4.       Proxy Services;

5.       Content Filtering (HTTP/S & SMTP/S);

6.       Email Antivirus, Anti-Spam;

7.       DNS Management Services;

8.       Connection to the Fedlink network;

9.       Hosting Services; and

10.   Secure Remote Access.

Prospective tenderers should note that this is not a comprehensive list and that not all services may be required by all Clients.

Telecommunications Services

The Department of Finance and Deregulation (Finance), through the Australian Government Information Management Office (AGIMO), has established panel arrangements (IBNC Panel) for the supply of certain telecommunications services (Internet Based Network Connection Services or IBNC Services).

Current Government policy is that all telecommunications services that fall within the scope of the IBNC Services will be procured by Finance from a member of the IBNC Panel (IBNC Panellist) under a contract between Finance and an IBNC Panellist.

The majority of telecommunications services required to support the DAFF Secure Internet Gateway are expected to be IBNC Services.  These IBNC Services will be acquired by Finance through a separate Request for Quote (RFQ) process which will result in a contract between an IBNC Panellist(s) and Finance which is separate from the contract that DAFF will enter into with a successful tenderer from the RFT process.

To the greatest extent possible, consistent with Government policy and best value for money, DAFF wishes to achieve an end-to-end service delivery, including any required IBNC Services.

DAFF expects that the following will be Essential Requirements of the DAFF RFT:

The Tenderer's proposed arrangements for the provision of the IBNC Services must be able to supply all the IBNC Services required to support the Services offered by the Tenderer.

The IBNC Services required to support the Services may only be provided by organisations which are IBNC Panellists for the relevant type of IBNC Services.

The organisations that are proposed by the Tenderer to provide the IBNC Services must offer to provide those IBNC Services under an Official Order placed under the IBNC Panel.

 

Accordingly each Tenderer will need to specify and make arrangements for the supply of the IBNC Services necessary to support their tendered offer by either:

1.       nominating one or more IBNC Panellists that will submit an offer in response to an RFQ issued by Finance to provide the IBNC Services; or

2.       if the Tenderer is an IBNC Panellist, the Tenderer submitting an offer in response to an RFQ issued by Finance to provide the IBNC Services.
